if i put winter tires on a 2008 honda accord and not replace the tpms will the vsa still work?

I want to put winter tires on my 2008 accord but by the time I buy tires, rims and new tpms it’s getting expensive. I was thinking of not installing tpms but was told the vsa doesn’t work — so now i may simply put the winter tires on the present rim
