I have a new 2010 Toyota Yaris; I will need Winter tires here in NH; what would be low cost good tires?

With a new car I have all of the new car expenses: more insurance, more to register, new monthly payments; I usually get good Winter tires. I want to balance quality, long wearing tires with price. Is this possible?

I live in the mountains so I switch between normal and winter tires every sping and fall. Is this equivalent to getting your tires rotated?
